Well, I would say in the same way you would use inbound links. Some sites will accept backlinks, some won't. When building a website, build a site that focuses on other websites, not blogs. Sites that you would link to to get traffic from. When getting traffic from a website, you have to give them a certain amount of backlinks. If you do a decent amount of backlinks to a site, you have to link to it multiple times to build up your link profile to the point that you have something for the inbound link that comes in.

A better way to link back to a site and get something from it is to do an article that has some link authority to it. It isn't a large article. If you can write a quick article about an inbound link, it may be the best thing to do to get that inbound link from the website you're trying to get traffic from.

In a lot of cases, I see sites getting a lot of inbound links because of a lot of link farms. They set up a lot of links to a site and then that website gets a lot of links that are legitimate inbound links. It's not a link farm that you have to worry about.
